In many cases mobile applications can be pulled from a server. The pages are typical html or php pages and are smaller than a typical page. The beauty is that while most believe these pages to be harder to make than a typical site, it is the opposite.

If the user is accessing your site via a browser you can build a simple site with basic links optimized for a small screen. Keep graphics to a minimum.
