The free version of wordpress is both hosted on their site and not hosted, in that you can download it. However if you go do wordpress and use it hosted on their site I consider that the completely free version. What is the non-free?

The non-free is actually a free download and free to use, however you ned to obtain your own hosting. Get your own hosting to be able to install the full version of wordpress and use godaddy hosting. The differnce is in the functionality and what you have access to. With the free version hosted at wordpress.com it is not fully featured, there are many things you cannot do and many of them are very important. So to take full advantage of wordpress you need to obtain your own hosting and host the downloaded version, install it, yourself. It is definitely worth it and recommended to put it on your own space.
